Artur Pereira, CEO, Angola LNG Marketing Ltd

Artur Pereira is CEO of Angola LNG Marketing Ltd, a company based in London, responsible for the global marketing of LNG from the 5.2 mtpa Angola LNG plant along with managing the shipping of all LNG cargoes and the sale of liquids from the project.

Artur has over 15 years of experience in the oil and gas industry. Immediately prior to his current position, Artur played a leading role in both the establishment of Sonangol’s gas business – taking up a key position in Sonangol Gás Natural Ltd (“Sonagas”) - and in the implementation of the Angola LNG Project.

In his role of Director of Business Development for Sonagas, Artur managed the reorganization of the Sonangol’s downstream gas business including the integration into Sonagas of Angola’s domestic butane business and project managed a major fertilizer investment in Angola. At the same time, for the Sonangol group, he was project director for a major refinery and petrochemical investment in China.

Artur has been a key player in the development of Angola LNG since its inception in the 1990s making him one of the project’s pioneers. He managed Sonangol’s Angola LNG Project Commercial Group from conceptual development through to the final investment decision and led many project activities; negotiating on behalf of both Sonagas and, in representing the project with government authorities, the project’s shareholders. He has remained active within Angola LNG ever since.

In holding various senior management positions with the oil and gas upstream division of Sonangol EP, Artur has managed a wide range of activities including leadership of the economic evaluation department for all the oil concessions in Angola and of commercial negotiations of the Production Sharing Contracts and Joint Operating Agreements for those concessions. He has also served as a Board and committee member of various joint venture partnerships and industry organisations.

Alongside his responsibilities in Sonangol, Artur sat on the committee charged with restructuring the Angolan Securities Market Commission.

Artur holds an MBA from the Thunderbird School of Global Management and has participated in several executive programs including the Executive MBA at Kellogg University.

Gordon Murray, General Manager, Sociedade Operacional Angola LNG S.A

Gordon Murray is General Manager of Angola LNG Operating Company S.A. In this position, Gordon oversees the Angola LNG plant, based in Soyo, Angola, ensuring overall safe and reliable operations.

Gordon has broad experience in operations, business, finance, engineering, technology applications, supply chain (with local content), security, and human resources. His management experience includes Operations General Management, Big Gas, Asset Retirement, Partner and Community Relations, Drilling and Completions Technology Management.

At Chevron, Gordon served as Director of Operations  in Bangladesh, where he previously held key senior roles, including Country Manager delegation, Transition Manager for a 2$Billion Bangladesh portfolio divestment and Bangladesh Bibiyana Gas Expansion Major Capital Project:  incident free gas & liquid start up 2014. During this period, he managed over 1500 employees and contractors, 4 years of incident-free experience with exceptional 99.8% uptime and reliability.

Gordon previously worked in Angola with Chevron’s affiliate Cabinda Gulf oil Company (CABGOC), assigned on Block 0 & 14 complex infrastructure portfolios.

Gordon is very knowledgeable on Angola LNG gas supply and network, having also consolidated his experience in government and partner relationships with over 28 years of involvement with IOC partnerships.

Gordon has a Bachelor Degree in Electrical & Electronic Engineering from the University of Strathclyde, Glasgow, UK.


Telma Ingles, Executive Manager, Angola LNG Limited

Telma Ingles

Telma Ingles is the Executive Manager of Angola LNG Ltd, Angola LNG’s investor company. Angola LNG Ltd owns all assets, holds the balance sheet of the project, is responsible for securing gas supply to keep the plant full and is the key interface with the Angolan government.

She joined Angola LNG in 2009 and before her current role spent over three years as Business Planning Manager.

Prior to joining Angola LNG Telma headed the finance team for joint venture Sonangol Sinopec.

She spent three years as the coordinator of the Integrated System of Oil Operations in Angola, and has seven years as a strategic leader for Sonangol’s downstream operations (Sonangol Distribuidora).

Prior to joining Sonangol Telma worked as a management consultant.



Paulo Guedes, General Manager, Sociedade De Operações E Manutenção De Gasodutos S.A.

Paulo Guedes, is General Manager of SOMG - Sociedade de Operações e Manutenção de Gasodutos S.A., based in Luanda, Angola, managing the service company responsible for transporting natural gas via the offshore pipeline network to the Angola LNG-operated plant in Soyo.

Paulo began his career at Sonangol E.P. in Facilities Department in 1992 where he worked as a Facilities Engineer and then as a Project Engineer until 2000. During that period he was involved in several major capital offshore upstream projects for Angola, from the engineering studies up to the installation and commissioning, including the fabrication and construction phase in yards overseas.

Paulo became the first of all Secondees of the Angola LNG Project when he joined the project team in Houston in 2000 and was involved in the innovative process of the Design Competition for the Angola LNG plant, from the Pre-FEED until the EPC Award.

Paulo also performed different roles in the preliminary assessment studies for the offshore pipeline network, the Congo River crossing conceptual study, the Angola LNG plant site selection process, ESHIA, Local Content and Socio-Economic Impact Assessment Studies.

In 2006, Paulo become Head of Engineering in Sonangol Gas Natural which is responsible for the development and execution of various natural gas and LPG projects in Angola, either green or brown fields projects.

Paulo was appointed Deputy General Manager of SOMG in November 2014 and in July 2015, he became General Director.

Paulo is graduated in Civil Engineering from Brno University of Technology and is certified in Oil and Gas from OGCI-Petroskills and in Project Management by PMI-George Washington University.
